		<description>MERC is very much needed to assist and manage the 3 large entities that focus on event production.  METRO is a regional planning body that focuses on planning and sustainability and public policy.  They lack the expertise to manage event and performing arts businesses.   It is not their focus or main concern.  That is the reason that MERC was created in the first place.   The MERC budget, although approved by METRO, is principally paid for by the individual venue&#039;s revenue.  OCC, Expo, and the PCPA share in that responsibility.  It would make sense that the MERC GM would have a vested interest in how the 1-5 bridge expansion affects the Expo Center.  If METRO&#039;s views are in opposition, it is clear they don&#039;t give the EXPO Center&#039;s future the concern it deserves as it&#039;s manager.</description>
