Here are some highlights of the report (PDF) by Attorney General John Kroger finding no sufficient credible evidence to justify criminal prosecution of Mayor Sam Adams.
The investigation interviewed 57 witnesses and sorted through other records to answer what investigators called these key questions:
1) Did Adams have sexual intercourse with Breedlove before he turned 18?
The report: Adams and Breedlove both deny any sexual intercourse before Breedlove’s 18th birthday on June 25, 2005. The investigation found no witness testimony or other evidence to contradict those claims.
2) Did Adams have sexual contact with Breedlove before he turned 18?
The report: There was no evidence to corroborate Breedlove’s claims that Adams kissed him twice before Breedlove turned 18 — once while driving to the train station or a second time in a City Hall bathroom. Investigators also said Breedlove suffers from credibility problems because of “prior inconsistent statements, financial gain and prior felony conviction …”
3) Did Adams commit official misconduct in hiring Amy Ruiz, the Portland Mercury’s former City Hall reporter to stop her from pursing pursuing the story?
The report: No credible, admissible evidence that contradicts Adams chief of staff Tom Miller’s statement that Ruiz’s work on the Breedlove story never came up, or to contradict Adams’ statement that he wasn’t involved in Ruiz’s hiring.
4)Did Adams commit official misconduct by using government resources to disemmnate false information while a city commissioner or as mayor?
The report: No evidence that Adams used “significant government resources” to disseminate false or misleading information.
5) Did Adams commt theft by deception by lying about Breedlove in campaign materials?
The report: No evidence ever appeared in Adams’ campaign or fundraising materials.

It’s only slander if it isn’t true. In this case, just wtf are you talking about? The article reports that our turd of a mayor isn’t getting prosecuted…how is that slander?
The odd part of the report is the discussion of the Amy Ruiz matter. It essentially comes down to statements by both Tom Miller and Sam Adams that they ‘didn’t recall’ discussing the hire.
A “Scooter Libby” by good old Tom?
At the very least, it’s hardly a ringing vindication of mayoral competence and ethics.

Actually, it appears Sam Adams has a realistic case against Bob Ball for slander–since he spread the unfounded rumor that Adams was having sex with an underaged young man. Since we now know there’s no evidence to corroborate that whatsoever–and Ball himself can offer no evidence to support his claims–it’s Adams who has the case, not Ball. Ball did the right thing in his statement by recognizing he doesn’t have any information to comment…which is what he should have realized in the first place.
Exactly. At the end of the day, Ball was just spreading a rumor. He did not know if it was true or not. Yet, instead of going to the authorities with the information, he went political. Bob Ball’s actions were wrong. Period.
Who would have guessed Breedlove being a self-serving, lying liar would be Sam’s ultimate salvation in this matter?

torridjoe, Ball did not spread the rumors that Sam was having sex with a minor, according to what I’ve read. He told Vera and Randy that there were rumors that Sam was involved with a minor. Sam WAS involved with a minor, by his own admission. He indignantly lied and said it was strictly platonic. It wasn’t, again by Sam’s AND Beau’s admissions (and Sam’s 30+ cell calls to Beau show that Sam was pursuing the 17 year-old).
Ball was crucified unfairly for bringing these rumors to light – Sam would have done the exact same thing if the shoe were on the other foot – Sam is no saint.
Those kinds of rumors are fair game in politics and Sam was very close to the edge of illegal behavior – and, he created the rumors himself by being seen publically with Beau, despite warnings from his staff.
He could have easily said he did nothing illegal, end of story, nothing else to say. Instead he opportunistically went after Ball, thereby eliminating a potential political rival. Classy!
Facts in the documents made public by the AG:
A requested cell phone was handed over w/o the sim card.
The AGs requests for cell phones and computers were ignored or over a week.
Sam’s lawyer interviewed Beau and got a statement after the scandal broke but before the AG could. That statement is contradictory to the ones give the AG.
Sam gave Beau $750 as the scandal was breaking.
Much of these new information in this report makes the Mayor look worse than before it’s release.
Despite what many headlines say, Sam was not cleared. The report says that there is not enough evidence to prosecute. It also says really clearly that Beau is less reliable than Sam. That’s hard to believe given that both principles have been lying equally.
All this said, the recall won’t succeed and Adams will likely be our mayor for many years to come.
Although I still think he should resign I still agree with the majority of his policies. I think a humbled Sam is a good thing for Portland. I suspect his recent efforts to ’swing for the fence’ will settle down to better policy decision. Now Sam, please fix our roads.
Are the citizens of Portland ready to pay to have the roads fixed? Or are we just going to mindlessly whine about them?
I’m more than willing to pay. I think an local ’sticker’ tax like so many other people in pay in other big cities dedicated to roads would go a long way. I floated this to the city councilors and only Amanda responded saying that people don’t support it. Too bad, the repairs to our cars from bad roads exceed what the tax would cost.

Mr. Adams should be proud that he succeeded where so many before him failed…Bob Packwood, Neil Goldschmidt…apparently their shortfall was that it was with women!
